Circumvention and Pirating

Is there a difinitive law concerning circumvention and pirating. I mean obviously there's copyright laws, stuff against distribution, but there's so much gray area when it comes to what you're alloud to do with your own property it's kinda silly.

Roms - you can google this right now and find several websites you can download these and emulators for free. Some sites ban members for talking about hacks and exploits while other sites have faqs and walk thrus on how to do it, and yet others are full service, tell you how to mod stuff, give you the software for softmods, answer questions, and as far as i can tell left alone by law enforcement.

sooooo really, where's the rule? how do you know what's legal? I realize its wrong, but where's the actual law concerning this? I've heard all the opinions but I want something with authority behind it - court precedents, law, something that's not pure conjecture or what people have read by some site with no authority at all.
 
Digital Millennium Copyright Act signed into law in 1998.

That is the federal law that deals with copyright infringement and circumvention of copy protection.
 
What Grind said and there are also individual state laws as well. There is the fair use law, but like you mentioned, it's a gray area. Overall though the DMCA is the umbrella federal law.
