You've already tried this, but it's worth mentioning. Fully unplug the console from power and wait for a few minutes before plugging it back in and turning it on. This is the proper way to power cycle a console.
Make sure all the cables are properly connected. Loose cables, or cables not properly inserted, can cause issues.
Dust and dirt can cause problems with the console's internal components. If you're comfortable doing so, you might want to open the console and clean it. Use a can of compressed air to blow out any dust and a clean, and maybe a dry cloth to wipe down any components. But be very careful not to touch any circuits directly because you want to avoid accidental static electricity damage.
And while you have the console open, check for obvious signs of damage, such as broken connections, leaking capacitors, or burnt components.
If the console is starting up, but getting stuck in a loop, it could be a software issue... does it happen only with this one game? Or any other games? Do you have access to an identical disc of this same game to try?
Because if the software is not the issue, then it might be hardware components could have failed and may need fixed.
