Why does it really matter? That's just what they wanted to name it.
I think they named it 360 cause they wanted to make a turnaround from where the original xbox was, or something to that effect.

I hear the X-box Revolution is slated to come out sometime soon. 
They probably did it to compete with the naming of their closest rival. If an uninformed customer (>98%) walks into a store and sees "Playstation 3" and "Xbox 2" they would probably think the PS3 is better just because of the higher number. If they both have a 3, it doesn't matter as much.
