If Your PC Has Little Memory Left Can That Cause It To Function Slowly?

Yes.

If you use up too much of your system memory the computer will start using something called virtual memory which is just reserved space on the hard drive. Now the hard drive is about the slowest thing in your computer and thus at this point it will start running VERY slow. You need to figure out if that's the issue and what's causing it. You need to determine if you're legitimately using up your system memory or if some malicious programs/code are using it in the background. If the latter is the problem just getting more memory will not fix it as these programs/code will just end up using it up as well.

So, here's some questions I have for you.

1. What operating system are you running?
2. How much system memory do you have?
3. After a clean boot, without opening anything, hit Ctrl+Alt+Delete. Then click on task manager and go to the performance tab. Then on the bottom graph what is the value of your PF Usage.

For the last one I am assuming you're using XP as it's most common. Finding this out is different in Vista/7.
