Shiek was probably the most overpowered in Melee and this is from a guy that uses Shiek as one of his mains. But, in Brawl probably the most overpowered would be Dedede with his infinite chain-grab.
 
See, that's the problem, many people don't know much about DeDeDe yet, since a majority of those contestants were Melee players.

IMO, it was definitely Fox in Melee... that is, if you knew how to use him. It was pretty much a three-way tie between Falco, Sheik, and Marth for second, though. Possibly even IC's because of wobbling.
 
Thankfully, Fox got the crap beat out of him in the move to Brawl, thanks to wavedash removal.
 
But now Fox is nerfed, so we won't have to suffer seeing that crappy character as much.
