Harmonix is staffed with people who love music, not just listening to it but playing it as well, and who try to bring that experience to video games. Neversoft seems to be staffed with people who love (hardcore/challenging/time-consuming) video games, and try to bring that ideology to music. I believe, for myself at any rate, the former approach is the correct one.
If I could give you rep I would. Hit the nail right on the head. As for the whole shebang I don't care about drums, but I wouldn't mind vocals. I wonder if you can buy the microphone separate?
